Если у вас русская версия игры, то увы — проблема действительно на стороне разработчика. Точнее — и разработчика и локализатора Akella. Выдержка из рецензии на эту игру:
Эта заметка вынесена за рамки рецензии, поскольку авторы оригинальной версии игры не имеют никакого отношения к издевательству над потенциальными поклонниками SP2 в России.
Почему «потенциальными»? Потому что никто не захочет связываться с бездарным переводом от компании «Акелла». Жуткая нестабильность, неправильная сортировка стран в алфавитном списке, зависание музыки и отсутствие январского патча 1.4 — лишь верхушка айсберга. Правда, отбившись от набега разъяренных фанатов, локализаторы, пусть с запозданием, но выпустили «заплатку»… после установки которой на многих системах SuperPower 2 попросту перестает запускаться. Комментарии, как говорится, излишни.Вот так вот обстоят дела. Теоретически, оригинал со всеми патчами не должен иметь проблем при запуске, но тут я ничего не могу сказать точно — подобные игры не в моем вкусе.

Hosting Problems
If you can’t host, this is likely due to your router being closed to the ports the game uses for its multiplayer.

The process of «port-forwarding» varies due to routers having lots of different models and brands. Therefore it is advised to learn your routers model/brand, then look up its manual and look for a port-forwarding section (it may not be called «port-forwarding» in the manual, so read carefully).

Client console
If you receive an error press F9 to see what has gone wrong. This will open the game client console and may reveal client-side problems, all errors are not critical and may still allow the client to run.

Server console
When a singleplayer and multiplayer (LAN included) game that you are hosting is running, a second application will run in the background. This is the server-side console. This console may reveal server-side problems, but not all of them are critical and may allow the server to still run.
If the game client crashes, it may still have the server application running. This will prevent the game from launching as it thinks a client is already running. Close the server console first and then launch the game again.
Visual C++ Redistributable
Client crashes may be caused by missing Visual C++ Redistributable (VC++ Redist) drivers on the end-user’s system. It is advised to download and install all VC++ Redist drivers. An all-in-one download is available here.
Runtime error
One cause of runtime errors in SuperPower 2 is the game simply running out of memory for the client. Due to the 32-bit architecture of the game, it may only consume up to 2Gb (closer to 1.6Gb) of memory.
- The amount of system memory of the PC does not matter (if it’s above 2Gb) and increasing the PC’s memory will not get rid of runtime errors in SP2.
- Screen resolution affects the clients memory usage. High resolutions consume more system memory.
Solution(s)
- Disabling the game’s zoom detail level to «none» will dramatically limit the amount of memory the game consumes. Therefore preventing memory-related runtime errors.
- «Patching» the game’s executable (Joshua.exe) with software like Large Address Aware will increase the amount of memory (to 4GB/3.6Gb) the game can utilize before encountering a runtime error. This will not completely prevent runtime errors on its own.
Causes
SuperPower 2 does not flush the memory allocated for its «atlas» (zoom) details as expected (it does try to). Thus if the player zooms in and out from the globe in multiple parts of the world, eventually the game will runtime error due to the client running out of memory.

Solution. You don’t need a BIOS update. When it is stated that a CPU is supported View in the motherboard specifications document it means that BIOS support is already present.
