I am encountering the same issue as reported by the OP when I perform the installation on Windows 10 Enterprise.
The installation was performed after implementing the suggestions made by Christian.Shay. However, the error/rollback of the installation persists.
The log file for the installation shows no errors. I have pasted the last 50 lines from the log file here.

I am getting the below error while trying to install Oracle Database 18C XE on my local system (Windows 10 Pro).
Oracle Database Installation Completed with Errors
The wizard was interrupted before Oracle Database 18c Express Edition could be completely installed.
Your system has not been modified. To complete installation at another time, please run setup again.
Click Finish to exit the wizard.
I tried removing the environment variable Oracle_Home and installed again. Still the installation is rolling back with errors.
How can I resolve this error?

I was able to resolve the problem by running setup.exe instead of Oracle Database 18c Express Edition.msi

I had same problem. What I did is uninstall old oracle from Control Panel — Programs — uninstal. After that I close all programs and install oracle again.

After doing a fair bit of googling on this I concluded there are any number of problems that can cause this. Bottom line is the installer is a bit lame.
For me, it resolved by me first uninstalling my Java SE and then running the Oracle XE Installer again.
Given that this seems pretty fragile it might be worth running it in a VM.

remove any java/jre path specified in the environment variable .Also first delete the previously created forder( certain folder was created delete the whole path from ..product ) when earlier you tried to install .

I have downloaded Oracle XE 18c for Windows 64 bit, and tried to install it on a Windows 10 machine. I checked the SHA-256 checksum and it’s correct.
The installation starts fine, but when it’s copying new files it suddenly says «Rolling back installation», then ends and there’s no error log to look at. Any ideas?

I run «setup.exe» as administrator instead of «Oracle Database 18c Express Edition.msi» and it worked perfectly.

Set Oracle_home to null and reboot your system and then, try again.
I hope that works.
Note:
Make sure that you have all admin privileges before installing it.

PROBLEM SOLVED! Login to your system as an administrator to set up the Oracle database. Compyuter》Manage》Users》Administrator》properties》check out from (accunt is disabled) and Apply.after set password. Then login as administrator and install.

I had the same issue today. In my case it was caused by the value of the PATH variable in my environment. It was pointing to some Oracle DB binaries and libraries from «Oracle Instant Client», which I set up earlier for the node-oracledb Javascript connector library.
In other words, make sure your PATH doesn’t point to any directory which contains for example a oci.dll file.
You can execute where.exe oci.dll (the ‘.exe’ part is only necessary for PowerShell) in a command prompt to easily check that. If the command outputs anything, then you’ll need to remove the relevant directories from your PATH, at least temporarily.

- Extract the zip file in another drive but the drive that contains windows usually C:.
- Go into the extracted Oracle directory and run setup.exe as administrator.
Important: Do not double-click on the MSI file eg. Oracle Database 18c Express Edition.msi.
Note: Spaces are not allowed anywhere in the Oracle home directory path. For example, you cannot install in «C:program filesoracleInfra» because of the space character in «program files». The installer does not check for this until several screens after you have entered the path.

I was having the same problem. Oracle XE was installed on my computer before. When checking «set path» in the command prompt, it could be seen that a reference to the previous Oracle install was in the path. After removing that from the path, the Oracle install worked.

Распаковал. И теперь вообще установщик не запускается. И от имени администратора пробовал и ни в какую. Антивируса и брандмауэр отключены

Для тех кто столкнется с подобной проблемой (понятно, что для Talamaur’a это уже не актуально). Сам столкнулся с подобной проблемой 2 часа на неё убил. Дело оказалось не в пути установки (там всё было норм), а в пути из которого запускался инсталлятор (у меня там оказались буквы кириллицы). Может кому пригодится, так ка это единственная тема посвящённая этому вопросу, которую я нашел.

В данном посте описывается установка Oracle Database 18c Express Edition (XE) на операционную систему Oracle Linux 7. В примере рассматривается установка на Oracle Linux 7.4. Процесс установки с небольшими оговорками актуален для всех версий ОС Linux на базе RHEL (подробнее – ниже).
Будут рассмотрены следующие шаги:
- Подготовка к установке
- Установка Oracle Database 18c XE
- Подключение к базе данных
1. Подготовка к установке
1.1. Проверяется, соответствует ли используемая операционная система минимальным требованиям для установки и работы Oracle Database 18c XE. Допустимы следующие версии и дистрибутивы Linux на базе RHEL:
- Oracle Linux 7.5 with the Unbreakable Enterprise Kernel 5
Oracle Linux 7.2 with the Unbreakable Enterprise Kernel 4

Для установки требуется минимум 1 Гб оперативной памяти (рекомендуется 2 Гб), минимум 10 Гб дискового пространства для ПО Oracle, 2 Гб дискового пространства для хранения временных файлов и обладание правами администратора.
1.2. Если системные требования соответствуют, то скачивается установочный файл. Oracle Database 18c Express Edition распространяется бесплатно и установочный файл можно скачать с официального сайта Oracle – https://www.oracle.com/database/technologies/xe-downloads.html
Для скачивания на портале Oracle необходимо наличие учетной записи с паролем. При ее отсутствии осуществляется регистрация новой учетной записи.
Пройдя по ссылке, выбирается версия Oracle Database 18c XE для вашей операционной системы (ОС): Oracle Database 18c Express Edition for Linux x64. Запускается скачивание rpm пакета (oracle-database-xe-18c-1.0-1.x86_64.rpm). Время скачивания может быть достаточно большим. Объем пакета около 2,3 Гб.
1.3. Скачивается пакет Oracle Database Preinstall RPM, предназначенный для создания необходимых пользователей, групп в ОС (например, пользователя oracle и группу oinstall), добавления системных параметров и файлов, необходимых для установки и работы базы данных (БД) Oracle. Если используется Oracle Linux, то данный пакет устанавливается командой под учетной записью root. Если используется RedHat, SUSE, либо отсутствует соединение с интернетом на Oracle Linux, то можно скачать сам rpm пакет по ссылке: https://yum.oracle.com/repo/OracleLinux/OL7/latest/x86_64/getPackage/oracle-database-preinstall-18c-1.0-1.el7.x86_64.rpm
После скачивания пакет устанавливается командой:
yum localinstall oracle-database-preinstall-18c-1.0-1.el7.x86_64.rpm
или
rpm -ivh oracle-database-preinstall-18c-1.0-1.el7.x86_64.rpm
Далее используется вторая команда:

В рассматриваемом случае система требует предварительно установить два зависимых (дополнительных) пакета: ksh и libaio-level. В зависимости от текущих настроек операционной системы возможны требования установки и других зависимых (дополнительных) пакетов. Требуемые пакеты должны быть установлены. Если не настроен доступ к интернету, то пакеты можно найти в папке примонтированного образа (диска или образа, с которого была установлена ОС) – /run/media/<username>. Для этого, например, если используется VirtualBox, то надо в меню «Устройства виртуальной машины» перейти в раздел «Оптические диски» и указать ISO образ вашей операционной системы. Другим вариантом является создание своего репозитория на виртуальной машине и далее можно установить все пакеты из своего репозитория. Ниже устанавливаются зависимые два пакета на операционную систему из примонтированного образа.

В папке Packages определяются необходимые файлы и устанавливаются командой rpm -ivh.

Как видно, установка пакета успешно завершена и добавлены системные файлы для конфигурации настроек Oracle Database 18с XE. Все значения оставляются по умолчанию, но при необходимости их можно изменять.

2. Установка Oracle Database 18c Express Edition
2.1. Запускается ранее скачанный rpm пакет. Предварительно проверяется доступность более 1 Гб оперативной памяти. Проверить объем оперативной памяти можно командой free -h. Обычно, указав при создании виртуальной машины 1 Гб ОЗУ, на выходе не всегда получаем 1 гигабайт оперативной памяти в ОС. Для этого рекомендуется указывать объем оперативной памяти виртуальной машины с небольшим запасом (например, 1.4 Гб). Иначе возможна, например, следующая ошибка:
[SEVERE] Oracle Database 18c Express Edition requires a minimum of 1GB of physical memory (RAM). This system has 991 MB of RAM and does not meet minimum requirements.

Рекомендуется настроить сетевые параметры и сделать сетевой интерфейс автозапускаемым после перезагрузки операционной системы. В данном посте описывается настройка сети в Oracle Linux.
Для настройки паролей и завершения установки нужно запустить команду /etc/init.d/oracle-xe-18c configure

3. Подключение к БД
После установки необходимо произвести подключение к БД, что позволит проверить работоспособность Oracle Database 18c XE. Для подключения к БД (multitenant container database) под пользователем SYS с помощью SQLPlus, необходимо запустить следующую команду sqlplus sys@XE as sysdba.

Перезагрузка операционной системы показывает, что listener и база данных не доступны, так как не настроен автоматический запуск этих служб (см. ниже).

Чтобы БД (инстанция) и listener запускались автоматически после включения или перезапуска ОС, выполняются следующие две команды под пользователем root:

I’ve been running into some problems getting my Oracle installation up and running on Windows Server 2012 r2 at work. Initially, I had installed Oracle on my Win10 laptop for test purposes — I connected to it using Toad for Oracle and had no problems.
However, after installing on Windows Server 2012 r2 I noticed that there were no control files and/or database files in the %ORACLE_BASE%oradataXE directory. In addition, I noticed that my listener.ora file was missing an entry for the XE service instance — once this was added, I could connect via SQLPlus but then the database could not be mounted because there were no control files. I even tried using DBCA to create a new database but ran into invalid memory parameter issue.
I’m starting to wonder if 18c is even compatible with Server 2012 r2 even though the documentation says it is — am I missing some configuration? Any help would be greatly appreciated — I’ve been trying to figure this one out for the last few days. Thanks.

So I ended up accidentally solving this problem…
After trying to setup a new database in DBCA (Database Configuration Assistant), I went to delete the newly created one only to realize that I had accidentally deleted the «XE» instance. I went ahead and deleted the new instance I had attempted to create as well and then went back into DBCA and created a new instance with SID of «XE» (if I tried with a different SID Oracle XE would complain about the restriction of one instance per install. I also adjusted the sga_target & pga_aggregate_target values to sum to 2GB (another restriction on XE) and lowered the processes value (changed from initial of 4400 to 320 since that is why my laptop used and it worked) and the instance was recreated with all the necessary control & data files.
In summary:
When doing a fresh install of Oracle on Windows Server 2012 r2 (may work for other supported Win Server OS’, but I only have 2012 r2 to test), if the default instance does not have the needed control and/or data files do the following (using Advanced Configuration in DBCA):
- Delete the default instance (this was ‘XE’ in my case). If there are any other instances you attempted to create, delete them as well.
Create a new instance using the default SID (this was ‘XE’ in my case) — if needed, set it as a container databases for any pluggable databases you create in the future.
If using Oracle 18c XE, ensure that the
sga_targetandpga_aggregate_targetvalues sum to the restricted memory limits (2GB) set by XE (my values weresga_target=1536M&pga_aggregate_target=512M).Set processes value to an appropriate value. I’m not sure if this was necessary but , I kept getting ORA-47500 if this was not lowered after I had adjusted sga & pga values.
Create pluggable databases for your instance as needed.
Like I mentioned this solved my issue — please feel free to correct this if I made any incorrect assumptions. Hopefully this will help others if they run into a similar situation — I’m assuming these directions will be tweaked depending on what server OS the install will be accomplished on.

При установке может возникнуть ситуация, когда инсталлер начинает откатывать то, что пытался уже установить (минут через 10 после установки)
В итоге установка не проходит
В сети много (без)полезных советов, но один точно поможет. Необходимо скопировать разархивированную папку OracleXE213_Win64 в диск C:/. Далее необходимо запустить файл Setup.exe (именно его, а не msi-файл Oracle Database 21c Express Edition) с правами администратора.
После этого установка пройдет в штатном режиме. При установке у вас запросит пароль к БД
Он вам понадобится в дальнейшем, когда будете подключаться к базе через SQL Developer
Также обратите внимание, что на итоговом окне будут настройки для вашей БД:

Кстати, не стоит паниковать, когда идёт конфигурация. Очень долго висит на 7%
Это норма. Особенно, если у вас не самый новый компьютер. Дело сдвинется с места
